De l'Association mondiale de la route (AIPCR). Le RMÉ a été créé en 1995 dans l'objectif de mettre en relation des personnes ayant des questions dans le domaine de la route et des transports routiers avec des experts pouvant leur apporter une réponse. La vocation du RMÉ n'est pas de fournir des services gratuits en matière d'ingénierie, mais c'est un outil de transfert des connaissances disponibles entre les pays.
